Es Posible
Inside the National Institute of Political Training of Mexico's ruling party: how many it trains, in which states, at what age, for which office, what it teaches and what it is doing in the United States.
Morena does not improvise candidates. It registers them.
We obtained 216,288 records from the cadre school of Morena, Mexico's governing party. They show who enrolls, where they live, how old they are and which office they are preparing for.
They show something else: only 7 in 100 records log a single class attended. And in January 2026 the school enrolled 724 foreigners in one month.
Here I separate what is in the records, what public documents say and what I conclude. You decide.
The rest show zero sessions attended. Measured by its own fields, Morena's training is mostly an enrollment. And enrollment is a requirement to run.
If you want to be Morena's candidate in 2027, you first have to go through its school. The party's own call says so.
The National Institute of Political Training, the INFP, was born on August 19, 2018, the same day Morena's Extraordinary National Congress created it. It has been chaired ever since by Rafael Barajas Durán, the cartoonist known as "El Fisgón." On October 8, 2026, he led the training of the 17 state coordinators Morena picked for the 2027 governorships.
The National Executive Committee's call for municipal coordinators, approved on October 6, 2026, requires in its Third Base, item 12, that applicants have completed "at least one ethical and political training activity organized by the INFP." The course is the toll booth. No certificate, no registration.
What does the school cost? Morena answered a transparency request saying the INFP "has no budget of its own" and depends on the party's Finance Secretariat. Until 2022 the party bylaws assigned it half of the public funding. The December 2022 reform removed that rule. For 2027, Mexico's electoral authority, the INE, assigned Morena 3,604.9 million pesos in public funding.
A source who asked for anonymity provided three INFP databases: Students, Attendance and Enrollments. Together they hold 216,288 records from March 2023 to January 2026. This investigation publishes only aggregates. No name, CURP, email or phone number leaves here.
We used the CURP for three things only: counting distinct persons, computing registered age and sex, and matching the three files. We publish nothing that could identify anyone.
Party members are not the story. The machine is: how a ruling party uses its school to filter who gets to run.
The course does not train cadres. It issues the ticket to run.Analysis · based on INFP records
A record is not a person. An enrolled person is not a trained person. That is the difference the INFP does not count.
The three files add up to 216,288 rows. Removing CURP duplicates leaves 116,752 distinct persons, plus 1,657 foreign enrollments that have no CURP. Some people appear in all three files: 1,553.
In 2023 the INFP stated in a transparency response that it had trained 134,855 people. In the records, the people with activity in 2023 number 89,432. The official figure is the size of the enrollment rolls, not the size of those who attended.
Source: INFP records provided by an anonymous source, cutoff January 2026. "Sessions" per the TOTAL SESIONES ASISTIDAS and NÚMERO DE SESIONES ASISTIDAS fields of the attendance file. Some online courses may log progress on another platform; the records do not show it.
Now what the school does not publish: where its students live, whom it trains and which foreigners it enrolls.
